Assessing The Utility Of Open Government Data

Existing research on open government data highlights the potential of open government data in promoting transparent,
responsive, effective, and efficient governments. Most of this literature is however focused on the value of open government data for stakeholders other than the government, focusing more on strengthening citizens’ relations with their
respective governments. There is limited literature on the value of open government data to the government itself; its
potential to change how governments manage and share knowledge and information within and across their Ministries,
Departments, and Agencies (MDAs), and to improve public service delivery.

Focusing on the Kenyan government, this working brief highlights the existing infrastructure for data sharing within
MDAs, data management, and sharing models within and across different MDAs and provide recommendations for strengthening the utility of open data within the government to improve service delivery and enhance evidence-informed decision-making
